Iowa PTA's H. L. Taylor Scholarship Program was created in honor of Harold L. Taylor, a longtime employee of the Iowa PTA. Although he was employed as a part-time mail clerk, he worked daily at the State PTA Office and spent long, overtime hours for which he did not expect, nor did he receive, any compensation. He is remembered fondly as the driver of the car that traveled all over Iowa, taking his wife and other PTA personnel to District Conferences, State Conventions, and local PTA meetings. Mr. Taylor's wife, Neva, was a member of the Iowa PTA Board of Managers for 20 years and then served as the organization's executive director for 25 years. Both Harold and Neva understood and believed completely in the PTA Program. Harold Taylor passed away in 1969, and in 1974 Iowa PTA established a scholarship fund in his memory. The H. L. Taylor Scholarship Program awards scholarship grants every year to deserving Iowa students.
The scholarships are intended as grants to assist deserving students in post high school education. To be eligible for consideration:
- An individual must be a graduating senior of an Iowa public high school (or equivalent of an accredited Iowa public institution).
- The student's high school must be in a PTA school district. The student's high school need not have a PTA (or PTSA), but it must be in a school district that has a PTA (or PTSA) within the district.
- The student must be a member of a PTA (or PTSA) in Iowa or be sponsored by a member of a PTA (or PTSA) in Iowa. The sponsor may be a parent, guardian, or any other PTA (or PTSA) member.
- The student must have been a resident of the state of Iowa for at least one year prior to graduation.
- The scholarship must be used for full-time study at an accredited Iowa college or university, Iowa area vocational school, or other post high school training institution. Students attending institutions that train for specific professions are considered eligible as long as the institutions are licensed by the state of Iowa and have proper professional recognition.
The application form, letters of reference, and personal letter must be mailed as one package to the Iowa PTA Office and postmarked no later than February 1 to be eligible for the Program.
